SFPE Chesapeake Executive Board 2026-2027 Election Nominees

The nominees have been posted in order of nomination date.

Additional nominations from the floor will take place during the June 16th Annual Meeting.

Election ballots will be distributed on May 15th and remain open through June 30th.

Sara is a senior fire protection engineer at Coffman Engineers. She has been a member Chesapeake Chapter since graduating from UMD in 2016 and has served on the board since 2020. This past year Sara served as the interim (one-year term) vice president and is hoping to continue in this role. Sara enjoys serving on the board of the Chesapeake Chapter as it allows for her to have a role in planning networking and fundraising events to help promote fire protection engineering.

Kevin Hall

Kevin Hall, M.Eng., P.E., ET, CWBSP, PMSFPE, is the director of engineering for the American Fire Sprinkler Association (AFSA). He is a member of several National Fire Protection Association (NFPA) technical committees responsible for developing the model codes and standards, including, NFPA 1 Fire Code, NFPA 13/13R/13D Installation of Sprinkler Systems, NFPA 14 Installation of Standpipe and Hose Systems, NFPA 20 Installation of Stationary Fire Pumps for Fire Protection, NFPA 25 Inspection, Testing, and Maintenance of Water-Based Fire Protection Systems, and NFPA 200 Hanging, Bracing, and Anchorage of Water-Based Fire Protection Systems. He also represents AFSA on numerous UL technical committees responsible for revising and maintaining the product standards used in the sprinkler industry.


He earned his Bachelor of Science and Master of Engineering degrees from the University of Maryland College Park in fire protection engineering. He is a registered professional engineer in Delaware and Maryland, NICET III certified in water-based system layout, a certified water-based system professional through NFPA, and a professional member of the Society of Fire Protection Engineers (SFPE) where he serves as an At-Large Board Member and Chair of the Constitution and Bylaws Committee for the Chesapeake Chapter. In 2021, he was recognized as one of SFPE’s “5 Under 35” award recipients. Prior to his association and committee work, he worked for Reliance Fire Protection in Baltimore, Maryland as a project manager overseeing projects of various sizes and complexity.

Steve Evers

My background is electrical engineering. I got into fire alarms systems in the 2001. I achieved my PE in Electrical Engineering in 2004, Master Electrician in 2025, NICET 4 in fire alarms systems in 2014 and passed the FPE exam in 2022.


I have worked for several fire alarm/sprinkler contractors including SimplexGrinnell, Virginia Sprinkler and Red Hawk. Later I started my own design company called EES Group. I am currently the President of the MD-DC-VA Automatic Fire Alarm Association and have been active with the Chesapeake SFPE for several years.


William Higgins

Director and Principal Engineer at Bowman Fire & Life Safety. Currently serve on the board and run the golf tournament and plan monthly chapter meetings for the year. I'm also a part of two SFPE GCI Working Groups: Digitization, AI, and Cyber Security; Resilience and Sustainability. Been in the industry for 14 years and worked for consulting companies and a a sprinkler contractor. I also do a presentation to the ENFP 350 class for general guidance on a career in fire protection.
